YT-25828: Introduce IsObjectActive. TChunkRequisition is no longer a range but provides two new methods: AllEntries and ActiveEntries.
The former iterates over all entries in a requisition, the latter skips entries with inactive accounts.
From now on, we only deal with active entries where it's important to do so.
