YQL-20349: Improve errors for ALTER TABLE and CREATE TABLE IF NOT EXISTS
Было:
* `Unsupported Write! mode: alter`
* `Unsupported Write! mode: create_if_not_exists`
Стало:
* `ALTER TABLE is not supported for yt provider`
* `CREATE TABLE IF NOT EXISTS is not supported for yt provider`
