YT-21148 Implement positional yson translation algorithm

Implement library for translating data, represented in positional Yson, between non-trivially-compatible types (such as when struct field removal has taken place). As of this PR, the aforementioned library is a standalone piece of code and does not directly affect any YTsaurus components.
