YT-20969: table partition reading api

Introduce new `EnableCookies` option for PartitionTable request.
When option is enabled PartitionTable returns opaque object
TTablePartitionCookiePtr that can be passed to
CreateTablePartitionReader.
New CreateTablePartitionReader (read_table_partition) method that allows
to read table partition without master requests.
