Support libcxxrt no-rtti work
libcxxrt can work fine without RTTI if there are no exceptions. To achieve this, we need to remove the dynamic\_cast.cc, which is only used when working with RTTI and exceptions. Essentially, this PR remove this source and verifies that the build works without exceptions.
