Cherry pick YQL-20998: Emit Reads only on EXISTS
Return that commit, because the problem, why [Rollback: rXXXXXX](https://nda.ya.ru/t/trCMW4CN7X4Gwb) was initiated was not in that commit, but other problem - see [a comment](https://nda.ya.ru/t/r31wHW2u7X4HUs).
