Typed pg descriptor (#8913)
Strong typing of pg_wrapper functions
1. Add NKikimr::NScheme::ITypeDesc
2. Add NKikimr::NPg::ITypeDesc
3. They are casted using reinterpret_cast in ydb/core/scheme_types/scheme_type_info.h
