YQL-20768: Disallow reading tables at a pure context
Introduce a `Pure` flag to `TTranslation`, so we track if we are
in a pure computational context and should prohibit side-effectful
actions. Now direct `SELECT` statements are disallowed in a pure
context as it was before, but for subqueries it is allowed. We are
able to allow pure `SELECT` statements in future.
