YQL-20186: Introduce JSON logging format
MVP support of JSON formatting for logs for `YqlLog`.
Now generic fields like `procname`, `pid` and so on
are written to json map under the `@fields` key.
The feature can be enabled via the
```cpp
NYql::NLog::InitLogger(&Cerr, NYql::NLog::JsonFormat);
```
