Disable empty resolving of mex.h include
Reimport fails with
```
subprocess.CalledProcessError: Command '['python3', '/tmp/yamaker/scipy-py3/destdir/scipy/linalg/_generate_pyx.py']' returned non-zero exit status 1.
```
so these changes were made by hand.
