Use replica states for LocationNonSequoiaReplicasDifference

Start using replica states in chunk replicas node validation requests and during the restarted node processing.
In master start using replica states while calculating sequoia replicas difference.
On nodes allow state changes only while ChunkMapWriterLock is active. This lock is now set while we build both incremental and validation heartbeat requests in ScheduleValidationFullHeartbeatSession.
