[build] cuda: Add backward compatibility for CUDA_SRCS() with globally specified `-gencode` flags
- All `-gencode` flags are extracted from global CUDA_NVCC_FLAGS variable into a separate NVCC_GENCODE_FLAGS variable
- CUDA_ARCHITECTURES variable is replaced (auto) or augmented with architectures found in global CUDA_NVCC_FLAGS variable
Locally specified `-gencode` flags will be handled on per-target basis
