YT-28235: Direct Placement Transfer API
Introduces the Direct Placement Transfer (DPT) interface -- a receiver supplies
landing buffers so trailing message parts are placed straight into them
(zero-copy on capable transports) -- implemented end-to-end over TCP across the
bus and rpc layers.
- bus: IDirectPlacementTransfer + rendezvous delivery; IMessageHandler gains the
transfer handle; TCP backend; helpers + tests.
- rpc: per-call request/response DPT plumbing (client, service, message, bus
channel/server), proto fields, tests.
Foundation of a stack; the UCX bus backend and rpc-over-UCX channel will be built on it.
