fix COLLECT_YAML_CONFIG_FILES and COLLECT_CONFIG_FILES macros behavior when MODDIR is not a prefix of Dir
a.yaml не отфильтровывается, если аргумент Dir не является поддеревом директории, откуда макрос вызывается.
Причина: сейчас путь для EXCLUDE (`**/a.yaml`) не предваряется `${ARCADIA_ROOT}`, поэтому к нему по умолчанию приписывается MODDIR: <https://nda.ya.ru/t/jOVEBE947a7KUK>
