YT-27502: Make TStaticChannelFactory thread-safe
CreateChannel could race with Add on the underlying hash map: in the
distributed throttler unittest the discovery servers' gossip executors
call CreateChannel while the test thread adds the throttler service
channel. Guard the map with a reader-writer spin lock.
