Fix shutdown_busy_timeout bound to wrong field in TLogManagerConfig
The `"shutdown_busy_timeout"` parameter was registered against
`&TThis::ShutdownGraceTimeout` instead of `&TThis::ShutdownBusyTimeout`,
so configuring `shutdown_busy_timeout` in YSON had no effect and silently
overwrote the grace timeout value.
