Fix Disabled_ cleared unconditionally after failed Reload in file log writer
Reload() can throw if reinitialization fails, but Disabled_ = false was
set unconditionally afterwards, masking the failure. Wrap the reload in
a try/catch so Disabled_ stays true and the error is logged properly.
