YT-27046: Track timing statistics for writers

Jobs will report some writer's timing statistics:
- `wait_time`
- `write_time`
- `idle_time`
- `close_time`
Everything is symmetric to readers' stats. `close_time` reports time spent waiting on the future, returned by `Close()`.
