YT-22930: Make ModifyRows more strongly typed (part 1, introduce new api)
Introduce std::variant based TRowModification that decrease number of representable incorrect states and rewrite implementation of ModifyRows processing these modifications.
Method FutureModifyRows added separately but it will be renamed to ModifyRows in the next commit that will substitute every usage of the old interface.
