YTFLOW: Publish controller leader in control table
Publish controller leader in control table
Before this patch the address was published in special pipeline
attribute. The problem is that changing the attribute requires
master transaction, which cannot be run in chaos.
In this patch the address is still published in attribute, but
the attribute becomes deprecated now. Once all subsystems use
the dyn table, it will become possible to remove the attribute.
Use dyn table for controller address in worker.
