Extract separate "filter" and "container" targets to break circular deps (#43500)
Break circular dependency between TGeneralContainer, TColumnFilter and accessors (TGeneral container requires IChunkedArray, TColumnFilter::Apply has an overload for TGeneralContainer, IChunkedArray requires TColumnFilter for its own apply).
Now TColumnFilter::Apply depends on IFilterable abstraction, while implementation of IFilterable for TGeneralContainer is in a separate target.
