YT-25933, YT-25935: Add user ban commands and codicil watcher integration
* Restrict user ban commands to native protocol only.
* Add corresponding yt-admin CLI commands: get-user-banned, set-user-banned, list-banned-users.
* Integrate user banning into the codicil watcher to automatically ban users who trigger a master server persistent crash. Robot users are exempt from auto-banning.
