schemeshard: optimize split/merge local db update (#38804)
Introduce ShardIdx-keyed partition tables so that split/merge writes only O(k) rows to the local db instead of O(N).
This is an INCOMPATIBLE CHANGE that changes DB schema, old binaries would see empty partitions for any table that has migrated to the new format.
