YT-22593: Migrate TString to std::string in yt/yt/library/tracing span names
Migrate the StartSpan/CreateTraceGuard span-name params (TTraceContext::NewRoot
already takes std::string). The jaeger config, proto buffers and the Cython
binding stay TString.
