schemeshard: enable EnableDataShardSplit* flags by default (#41670)
Enable feature flags for split key selection on the datashard side in `main` by default to broaden the use of covered functionality:
- `EnableDataShardSplitHistogramSorting`
- `EnableDataShardSplitKeySelection`
- `EnableDataShardSplitHistogramOmission`
