Description for reviewers
* Added the TSchemeShardSplitByLoad::ConcurrentSplitTransactionIgnored test
* Added the TSchemeShardSplitByLoad::DuplicateSplitTransactionIgnored test
* Fixed the test code to fake the key key histogram correctly
* Fixed the logs to print the split/no-split reason correctly
* Fix the IndexTableSplitsUpToMainTableCurrentPartitionCount test by limiting splitting-by-load by the correct partition count
