YT-18571: Drop TError::Sanitize
This method was used internally by YT master servers to get rid of transient info in errors and avoid snapshot divergence if TErrors are ever stored in persistent state.
Contrary to what you could see across Arcadia, it was never intended to be used as a ``cast to TError`` mechanism.
