Make debug / release flags look canonical when targeting Windows
`clang-cl -help` says
```
/Ox Deprecated (like /Og /Oi /Ot /Oy /Ob2); use /O2
```
while it still handles `/Ox` as a synonym to `/O2`, I suggest using proper name now.
