Enable dump scope filtering for master snapshots
Add `snapshot-dump-scope-filter` option which accepts a list of space-separated scopes to be printed during snapshot dump.
Example:
```
./ytserver-master --config ytserver-master.yson --dump-snapshot 000016996.snapshot --snapshot-dump-mode content --snapshot-dump-scope-filter /part:ChunkManager.Values/values:NYT::NChunkServer::TChunk/4027-2c5500-88ce0064-b1322500
```
