The implementation of ff_read_time() for RISC-V uses rdtime which has
precision on existing hardware too low (!) for benchmarking purposes.
Deleting this implementation falls back on clock_gettime() which was
added as the default ff_read_time() implementation in 33e4cc9.
Below are metrics gathered on SpacemiT K1, before and after this commit:

This uses the architected RISC-V 64-bit cycle counter from the
RISC-V unprivileged instruction set.
In 64-bit and 128-bit, this is a straightforward CSR read.
In 32-bit mode, the 64-bit value is exposed as two CSRs, which
cannot be read atomically, so a loop is necessary to detect and fix up
the race condition where the bottom half wraps exactly between the two
reads.

It has been included since af5f434f8c0fb3b4ee3b206ebc1946ca660a8abe
for deprecation reasons, but removing it has been forgotten after
it had served is purpose. So remove it.
For convenience, include version.h instead as LIBAVUTIL_VERSION_INT
is supposed to be used when creating AVClasses.

Refer to "checkasm: use perf API on Linux ARM*" commit for the
rationale.
The implementation is somehow duplicated with checkasm, but so is the
current usage of AV_READ_TIME(). Until these implementations and
heuristics are made consistent, I don't see a way of sharing that code.
Note: when using libavutil/timer.h, it is now important to include
before any other include due to the _GNU_SOURCE requirement.

START/STOPTIMER use but should be more accurate in checkasm where the
timing overhead is subtracted.

Not guaranteed to be in nanosecond resolution. On iOS 7 the duration
of one tick is 125/3 ns which is still more than an order of magnitude
better then microseconds.
Replace decicycles with the neutral UNITS. Decicycles is strange but
tenths of a nanosecond and unspecific "deci"-ticks for mach_absolute_time
is just silly.
