qsvenc: restrict MFX_RATECONTROL_LA_EXT to MFX_VERSION < 2.0
MFX_RATECONTROL_LA_EXT isn't supported for MFX_VERSION >= 2.0[1][2].
This is in preparation for oneVPL support
