avfilter/vf_yadif_cuda: CUDA accelerated yadif deinterlacer
This is a cuda implementation of yadif, which gives us a way to
do deinterlacing when using the nvdec hwaccel. In that scenario
we don't have access to the nvidia deinterlacer.
