avcodec/mips: MSA (MIPS-SIMD-Arch) optimizations for mpegvideoencdsp functions

This patch adds MSA (MIPS-SIMD-Arch) optimizations for mpegvideoencdsp functions in new file mpegvideoencdsp_msa.c
