lavc/Makefile: Make exif.o compulsory
av_exif_* functions are part of libavcodec's public API since
ad77345a5d14862f4701e5ad422b03b14934a5b9, so the EXIF objects can't
be disabled.
Fixes compilation with --disable-everything.
