ttl: return default limit on max-shards-in-flight (#30894)
Currently, TTL MaxShardsInFlight defaults to zero (unlimited in-flight requests). This can overwhelm schemeshard with datashard's responses when: - network issues or schemeshard restarts cause many responses to arrive simultaneously - many datashards respond immediately when there's no data to erase Setting a reasonable default in-flight limit would alleviate this issue.
