Implement ChangeGroupSizeInUnits bscontroller command (#19198)
This PR includes the following changes:
- BSController takes new command `ChangeGroupSizeInUnits` which updates GroupGeneration
- TSkeleton handles `TEvVGenerationChange` and if `GroupSizeInUnits` changes, sends `TEvYardResize` to the PDisk
- PDisk handles `TEvYardResize`: updates the owners quota and persists `TPDisk::WriteSysLogRestorePoint`
- A corresponding test is added
