avcodec/h264_slice: add timecode metadata
Please test with below command:
./ffplay -vf drawtext="fontfile=/Library/Fonts/Arial.ttf:text=\\'%{metadata\\:timecode}\\'" \
../fate-suite/h264/crew_cif_timecode-2.h264
