Move some mpegaudio functions to new mpegaudiodsp subsystem
This separation allows these functions to be used in a cleaner fashion from other codecs (e.g. qdm2) and simplifies creating optimised versions of them. Signed-off-by: Mans Rullgard <mans@mansr.com>
